Labor Compliance Resources
Intro
If you are a subcontractor who has been awarded a public works project by G.A. Dominguez, it is important that you have a thorough understanding of the federal and/or state labor law requirements applicable to the contract, including prevailing wage requirements, recordkeeping responsibilities, certified payroll, and the prohibition against employment discrimination. We have put together some useful resources for our subcontractors' reference. Due to the changing nature of the laws, we have provided links each resource, maintained by the respective responsible agency.
Federal Projects
The requirements for the payment of prevailing wages to employees working on FEDERAL projects is governed by the Davis-Bacon and Related Acts (DBRA), administered by the U.S. Department of Labor (DOL), Employment Standards Administration's Wage and Hour Division (WHD). Davis-Bacon regulations can be found on the DOL website.
California Projects
California prevailing wage and apprenticeship requirements are both administered by the state's Department of Industrial Relations (DIR). Please take time to familiarize yourself with the following:
